The term 'Tyhee PACE Plan' refers to a combination of available communications methods, including the Tyhee Conference Line, Tyhee Emergency Group via Team Reach App, and the Amateur (HAM) Radio Net.
Note: Do not dwell on a single step upon failure; Move onto the next step.
If phone lines (cell or landline) ARE available:
Call or text your Block Captain.
Keep your message brief: Specify your name, location, and a brief description of your household's status and any immediate needs.
If you do not get a quick response, try contacting the secondary block captain or designee.
If you are unsuccessful, contact an area emergency committee member via the Tyhee Conference Line.
Local leaders and emergency specialists can join the conference to handle emergencies.

If phone lines (cell and landline) ARE NOT available, but internet/texting services are available:
Text or email the desired individual(s). Specify your name, location, unit name, and a brief description of the emergency. Depending on the stability of the internet/texting services, an additional means of communication may be initiated using the Team Reach App.

If phone lines (cell, internet, text and landline) ARE NOT available; radio communications will be utilized:
Check the Radio Plan for block frequency assignments to communicate information.
GMRS frequencies will be the primary frequencies utilized.
An emergency specialist must be able to quickly contact a licensed ham radio operator in their unit.
A licensed ham should check the local repeaters listed below to see if an area-wide Emergency Radio Net has been established. Also, check to see if simplex frequencies are active. If a disaster is localized, others in the county may not know of the emergency. In such a situation, make contact on ANY frequency with ANY ham and have them try to contact emergency personnel. Once a contact is made, they will take over and complete the process of establishing communications.
If all previous means of communication become unusable, unstable, or too difficult to utilize: Initiate area runners to gather reports.
The Flow of Information:
Once communications are established, the area emergency specialist (and/or licensed ham) will gather information and make reports to emergency responders and/or local leaders.
Relaying Information:
Due to the geographical size of Tyhee, it is likely that most radios will be able to communicate within their assigned block at a minimum. Communication through the area repeater is only compatible with specific GMRS radios.
