Family Radio Service (FRS) is a low power, short range, radio.
BETTER
FRS + GMRS
Radio Cost: ~$45 (Single Radio)
General Mobile Radio Service (GMRS) is a local distance radio system in the same frequencies as FRS. GMRS radios can be capable of longer distance range and greater dependability than FRS.

FRS + GMRS + HAM

Amateur Radio Service, widely known as Ham Radio, has frequency bands in all areas of the spectrum.
In an emergency, any and all amateur frequencies can be utilized without a license.

Note: There are more radios on the market than ever before. My programming support will be limited to these manufacturers I've recommended due to affordability and time constraints. If radios support CHIRP Software, then I've already built the frequency list in the software and will be able to program radios on the fly, as needed.
